seating a tire bead 20.8x38 tire

Take three 2" or wider ratchet straps and circle the tread with them. Place the rim so that it is supported enough to let the lower bead rest on the rim. Tighten them evenly and as they squish the tire, it will expand to touch the rim on top.

First off get yourself some Murphy's oil soap the paste stuff and apply it to the beads and also the rim . Then air up to 35 PSI and let her sit now if you are mounting tubeless the like the other guys have said as tubeless can be a real pain if you do not have one of them air blasters that shoots a huge blast of air to puff the beads out . JUST NEVER GO much above the 35 PSI . Making sure that your rim is clean and smooth is a big plus .
 
With a tube? - Use something to lube the bead, Dish soap will work.
Tubeless - as others said but if you take the valve stem out you will get a little more air in quicker.
 
There will be a few cases where the bead will never seat. I bought a new BF Goodrich Power Radial 18.4x34 from a repair shop for half price ($350) because of that defect. The seller didn't tell me that the tire wouldn't seat. Didn't find out until I mounted it and aired it up to 35 lbs. It went on a clean rim and I used liquid soap. There is a two foot section on both beads that won't snap in. It is fine for me as I don't use the tractor for draft implements. If I do, I will probably grind off some of the bead rubber.
 

I second the air blaster, if mounting tubeless. A local tire shop should have one that you might be able to rent or borrow. My FIL has one, so I am lucky in that aspect.
