1949 Cub Possible Govenor Issue

Hello,

My 49 Cub idles real fast. I started looking at it and read some posts from this site. It looks like something is not right with the govenor. I read where someone stated, the govenor should not kick in until throttle lever is at halfway. Well, on mine is kicks in right away even when the throttle is back as low as it will go. Can someone help with diagnosis steps?

If it idles too fast just adjust the screw on the back side of the carb that sets the idle speed. This is on the throttle shaft on the block side of the carb and NOT the IDLE mixture in the carb.

The adjust screw is moved out as far as it will go. If I move the govenor rod forward it will idle down. When I release it, it goes right back to fast idle.

There is a bolt and jam nut on the front of the governor that adjusts the bumper spring. If its too far in, it will affect the idle speed. With the Cub running and at idle on the throttle lever, back the bolt out and see if it helps (while keeping your fingers away from the fan). Only back it out far enough to get the idle speed you want, if you go too far, it can cause surging.
 
Hello,

I tried backing the nut off and it made no difference. The nut/bolt actually was very loose and I could turn it with my fingers real easy. I backed it way out with no response. Should it really be that loose?
