H oil drip line

On a 1947 H, the 1/4"oil line from one end of head to other, above the lifters: does it supposed to have a small hole towards flyweel end, on top of line? Also, it does not clear lifters on forward end. If it touches, won't it eventually wear through? Also, is this line interchangable amoung year model H's?

Not sure about the hole on top. It may be touching because it has been bent, and if so you could just bend it back gently with your fingers.

It is supposed to have a hole in top, but it must not touch moving parts. I think you have it end for end if it does touch. It is a part of the crankcase breather system.

Like others said, it sounds like it is backwards, and it is not an oil line, it is a breather line. You can actually run without it if you want. Many have, but just for full disclosure, I personally keep one in mine.
