cub 154 governor question

I have a cub that when I put to full throdle it just does not reve up to top RPM only gets to 1400 rpm Has lots of throdle left on the carb
any suggestions so I can get up to the 2000 to 2200 rpm that the specs say.
Have put new rings, valve grinds and gaskets

I had to do some adjusting on the throttle cable where it connects to the gov. arm, but I dont recall if I moved the arm back or foward.
 
The cable will pull the lever on the governor till it hits a positive stop, that can be adjusted by the bolt on top of the governor. With a helper present, loosen the cable clamp, and manually pull the lever till you reach the desired RPMs, adjusting the bolt stop as necessary. When the RPMs are where you want them, and the throttle lever in the full/high position, tighten down the cable clamp.
If the spring is weak, it will also not allow you to reach high RPMs.
