what are the chances of finding a set of steel wheels like this and at what price

I think the front are far harder to locate then the rears. Around here in New England you see them time to time come out of Amish communities in PA and surrounding areas.
A set of rear steel off the M though at least 656 would work too.

Like Andrew said, you can find some that fit. The tough part is going to be finding true SMTA ones with a Z casting code.
 
There were several different style steel wheels for the SMTA. The one you pictured is what we called a tiptoe wheel which were not very common. The wider standard type steel wheel would be easier to find as it was much more common.

The pictured wheel is for cultivation in narrow rows, both of my dad's H's had them.
