Governor on a 1951 C

I have a 1951 C that I can't seem to get the governer tuned in right. It runs full out no matter where it's set at. Took the connections off the carb and I can run it fine that way... so not a carb issue.

Can anyone offer experience/advice on this? Are you suppose to be able to adjust the governor without taking it off?
 
Is your linkage bound up ?

I don't recall the details of the SC governor, but in principle the bob weights act against the spring to keep the rpm constant. If the spring breaks, all you have is idle. If all you have is WOT, then my guess is that the weights are not moving. You will have to look inside to see what is going on.

You are supposed to set the linkage with engine off and then remove the clevis pin going to the carb. Now open throttle and adjust clevis holding carb wide so the pin goes back in. You mite have a broken spring in the gov housing.
 
I took the governor housing apart and all the hardware loks ok... except the spring inside was sticky. Re-greased everything and put it back together... now evidently I need to re-time it?

I can't be this complicated....
 
If you didn't make an effort to keep the tractor in time when you removed the governor, then yes, you have to re-time it.

The governor drives the distributor.
