Super A governor issues / lead seal

I know I have governor issues but in order to remove the governor is looks like I may have to break some sort of lead wire seal? I have a wire going through a bolt and there is also a lead seal holding this wire. I would like to somehow leave this in tact but that doesn't look possible in order to work on my governor.

If this is something that I can leave alone and still work on governor please let me know.....also is that something to keep from a restorer's prospective?
Do I need to document this in some fashion?
 
That lead seal was provided to discourage operators from tinkering with the inter governor adjustments. It's unusual to find the seal intacton a tractor 55 - 60+ years old. (They were missing from all my Super's back in the early 70's). In fact I only recall seeing the gov seal on just one or two tractors.

I suppose you could locate a look-alike replacement seal, the rewire the drilled bolts and crimp the seal on. But unless you are a restoration purist I wouldn't bother.

Incidentally a gov wire and seal DO NOT show in my parts catalogs for the Super A, nor the SH and SM.

I don't know who it was that said it was pretty rare to see that lead seal still in-tack. I guess what I will do for sure is take lots of pic's with it on, and then see what I could do to somehow re-install it as close to original as I can once I get things back working correctly. Thanks for the help!

I have never seen them listed as an individual part. They were included in governor rebuild kits. I have been told they were part of some carburetor kits as well. I suppose some parts catalogs may have listed them under "details of assembly" for the kits.

I have a never -used one here. I don't know what kit it came in but I suppose they were all the same. The wire appears to be 3 strand and has at most a 1/32 diameter. One end was molded directly into the lead. The lead has 2 more holes parallel to the wire. It is about 5/32 thick and 5/16 diameter. The overall length is 15 inches.

McMaster-Carr has similar seals available.
 
I have the wire, seal and tool. What I have is from a dealership that went out of business so while it has the IH die on one side it has a dealership code on the other die rather than the original factory stamp.

Very Cool to have the wire and tool to replace that seal.... very nice. I also see someone else listed a location to get the wire and seal. Well I have taken a few photo's of the seal and wire. Next step is to take it apart and do the governor repair. Not sure exactly what the problem is but, know I have to open it up in order to get it running correctly, can't use in the condition it is. Thanks for all the help in this regard.
