Farmall 450 Gas Throttle questions

Hello,
I was hoping someone could help me out with how fast my tractor should be running. I just installed a new tachometer, so I could see what my PTO was running at. When I have the throttle lever in the RED position, the PTO is not even close to the 540 RPM I need. Then I move the throttle below the base the Tachometer reads that the PTO is very close to the 540 RPM ( ~530).

Seems like this is not right. I would ASSUME that the RED lever is really all you would want to go to. But I have been incorrect before...

Does something need adjusting, governor??

I'm working through the issues on a new-to-me 350 and one of them was that the throttle didn't do anything until it was about 1/2 way around. The only adjustment I could find was a rose joint at the bottom of the tank support and it was maxed out.

I threaded (5/16-24 NF) another half inch up the vertical rod and cut 1/2" of thread off the bottom. That gave me enough adjustment to work with.

I have not started the tractor yet, but looking in the governor the stop screws touch at idle and at wide open throttle.

Your mileage may differ. First thing I would do is see if the rose joint will thread any farther up the vertical rod.

You need to determine what is loose and worn as a
throttle in good condition will put the governor
operating lever(the lever on the governor) to it's
internal stop with out going past the notch's. A
weak governor spring will of course take more
movement of the governor lever to reach full speed
which should be 590 rpm on pto, 1595 engine. At any
rate, you need to reach the internal adjustable stop
for full speed.
 
The throttle lever on my 400 has to be beyond what
seems to be the wide open position (like the blue
position in your diagram-maybe even farther) to be
total rev. Even then you have to hold a finger on
the throttle or it'l jump back to an idle. I'm
anxious to here what the knowlegible people on
here say needs fixed. I was dragging sled in our
pulling contest and I thought the engine quit when
the lever jumped back, grabbed it in time to
complete the pull (and came in first-more good
tractor than good operator).
 
Follow the linkage forward. At the end of the rod
there is a lever sticking out away from the
engine. This lever has a link attached to it
Part# 362071R1 ROD, engine speed control,
center.
This rod needs to be longer. It can be lengthened
by screwing a thread coupler (hardware store item)
and a short piece of same thread cut off of a
bolt.
To make it 1/2" longer. Or a new one can be
fabricated that is longer. This pushes on the
remaining linkages so the throttle lever at the
governor moves to its limit. (no chance of
overspeeding, it is just metal of the shafts
twisting over time. Checking all link pivots and
rod "L" ends can also tighten it up. Jim
