cub surging

My cub keeps surging. As in it will start right up then rev and slow down repeatedly and eventually stall. I rebuilt an extra carb for it, it started right up then started surging again but would smooth out when put into gear. Eventually though it started surging and stalled and will not start now. I also have good fuel flow to the carb. Does anyone have any ideas? Carb problems? governor problems? thank you in advance.
 
Does choking it help or hurt?? If it helps then it is running lean and yep you still have a carb problem. Also when it does that can you grab the gov to carb rod and hold it and have it run smooth??
 
im not sure about the governor rod as it is not running now. but before if i feathered the choke i could get it to run a little better.
 
A couple of things to do to find why it does not run. First make sure it has a nice blue/white spark that will jump a 1/4 inch gap. If the spark is good then pull the drain plug from the bottom of the carb and make sure you have a good steady flow of gas for a few minutes. Catch the gas to look for dirt/water etc. No or slow gas flow carb problem. Or if the spark is not as good as I say that is part of the problem
 
Check the springs from the gov to carb linkage and any springs in that area I bet you will find one that is weak or broken. If that is not it and if it is like the cub I mess with pull the pipe plug from the main jet and make sure you have a good steady flow of gas out of it there.
 
There is a set screw w/a locking nut on the front of the governor housing. It may still have a factory seal on it (wire w/ lead plug clamped to it.) That is an adjustment that will correct a surge. HOWEVER, there are several other things to ck first. Make sure the rod which traverses the front of the block does not have freeplay. If I recall correctly, there is a woodruff key in that assembly that often causes problems. There are many other areas that can be problematic, as previously mentioned. Your BEST bet, is to get a shop manual that addresses carb and governor adjustment. If you have the tractor, you need the book.
 
I do have a manual but have not consulted it. I have removed the gov spring and plan to go ahead and get it replaced. Ill check for play in the morning.
 
If it still surges, use a unlit propane torch and put it at the air intake to the carb (hose off) open the valve and see if it cleans up the surge. If it does, it is still dirt in the main power circuit/jet. Jim
