Steering Shaft Support Bracket Gasket - Why?

In my 400 parts manual, it shows a gasket under the steering shaft support (it holds up the steering shaft and throttle line). It's bolted with 4 bolts to the universal control valve column. Why is there a gasket?

Because anything that makes it past the mating surface ends up in the reservoir oil. Also what falls in if not protected when the steering support is off.
