how much clearence should the bottem of the rocker arm have with the top of the valve stem? i thought it shoul be around .019IN and i want a confermation for when i pulled the valve cover the clearence was around .25-.29in betwen D and C yes almost 15times what i thought it should be so i had to ask. the tractor didn't run too great befor and i thought that was too far off for and that mabby there was a reason it was set that way? or is something just worn out?

Nothing is missing. Somebody before you probably set the valves wrong. (assuming there isn't rust or some other foreign material holding the valves open)
 
If you are talking about the second picture clearance .017. I set a little tighter than Rusty when I do them cold.

One guess is they put that fancy "restored" tractor back together and didn't have the pushrods pushed down into the sockets. Then then adjusted the valves and the pushed themselves into the sockets eventually.
 
Be sure the tip of the rocker is not cup shaped from wear. If it is, the feeler will not measure the movement, it will measure a bridge over the cup, giving a false reading. (this will be much closer than the bizarre reading you found. Just be sure the cam is not in a position to affect what you are doing, by beginning to open the valve. (I like .020" for cold setting). If the engine has been operated for 15 minutes within 10 minutes, it can be set as though it is hot at .017". Jim
 
ok i'm going to pull the head and polish the valves and i was woundering how many ftibs i should torque the head bolts too and other misc bolts

Polish the valves? If you mean "grind" the valves, best thing is to just take the head to an automotive machine shop and tell them to do what is needed.
