IH 424 Brake Issues - PLEASE HELP

I am in the process of restoring an IH 424 Diesel and I am ready to put it back together, but noticed that either brake acts like it wants to work. When you go to push both pedals they don't hardly move as if they are frozen. Now, if you crank the tractor and press them......one side of the brakes works and the other doesn't do anything.

Since I plan on selling the tractor one it is fixed up, would this problem/fix warrant the purchase of a service manual on it?? OR, do you think you all could help me fix the problem without ordering one. I haven't taken the brake system apart, or opened anything yet due to being afraid I will loose or mess something up. Just figured I'd ask yall since I'm sure someone has done this. Hoping it to be an easy setup that is simple to fix and work on.

Hi, you have to remove the brake drums on both sides
of the diff and clean up the ramp and rollers. Check
the disk and if they look shiny then ruff up surface
with wire brush. Check the free movement of brake
pedal shaft where it goes under transmission.

Thanks Jim. Ill tell my uncle what to do. Maybe it isbpretty straight forward and east enough tobdowntown with having tobwait on a book to arrive
