Removing PTO on an A - another question

I've got the belt pulley assemble off the tractor and all the bolts out of the PTO. Assembly is loose but doesn't want to pull out. Am I missing something? I found the fender bolt that bolts to the assembly.I'm trying to avoid my typical approach which is to break something instead of asking first.
 
As I remember, there are a couple of dowels at the mounting surface. Sometimes they are fairly tight. Don't let the housing get cocked or you may break the flange at the dowls.
Sometimes driving a thin screw driver in the groove near the dowels will get it started. Take some care with it

I may have misunderstood your post. I took it as the bolts were out but the PTO was still tight to the transmission case. If this is not so, then please disregard. sorry

Charlie, look to see if you have all the bolts out. There is one bolt at the 6 o'clock position that might be missed.
