Hydraulic leaver on SH

I have this different SH that has Live Hydraulics. There are 2 levers to Hyd. system. one works a lever on the side of the Tank housing. The other is attached to a smaller lever that looks as if it is connected to a valve. This Second lever will not operate. What should I try?
 
If the second valve is plumbed after the tank valve there should be a lock on the tank to lock the handle back so it will run other valves, if it is before the tank ??, this is based on the IH cast tank
 
Stan is correct--if those are the IH levers the main one has to be pulled back for the smaller one to work. The smaller one gives 2-way hydraulics if it is attached to the IH "christmas tree".
 
If its like the picture do you mean the rear valve lever is frooze and won't move or it doesn't do anything when moved? As others posted the rear valve will operate a double acting hydraulic cylinder. But to use it the front lever needs moved and the little lock under the lever turned to keep it in place. Front lever will only operate cylinders single acting if hose is hooked to its outlet ports. But for it to have pressure the rear lever needs locked to the engaged position. Operators manual for the tractor would explain better.

I assume you mean that the second lever is rusted in place and will not move.

You can try spraying the pivot points with Kroil or PB Blaster, or another penetrant (i.e. NOT WD-40, unless it is the new WD-40 Penetrating Lube formula they just came out with). Soak it every day and try to wiggle it. It may work loose eventually.

You will probably have to remove the valve from the tractor and take it apart to get it to free up.
