Installing whelch plugs

I've got 2 whelch plugs to install in my A tractor - one is in the water jacket and the other is in an oil area. The water one is leaking badly but since the tractor will have to be split for one I'm going to change both. Is there any tricks to installing them. Should I use any sealant on them?
 
I use a thin even coating of hardening (#1) Permatex on the hole they go in. The cup type with a skirt, go in flush to the outside, and are driven in with a driver that fits some what bigger than the flange. They are a press fit. The disk type go in moderately loose to the depth of the counterbore. The center is then dented in to swell them to a tight fit. Jim
