cub fender removal

My fender on my 53' cub is held onto the axle by four bolts that also serve to bolt the inner axle to the outer part of the axle. There are two more bolts on the lower part of the axle also..can I safely remove these four bolts with out damage or breaking a seal? would it be better if I removed the wheel to lessen the weight before removing the four bolts. any thoughts? thanks
 
Just go ahead and remove the bolts. The weight of the Cub sitting on its wheel plus the two bottom bolts will hold everything together.

Besides, the final is probably stuck to the axle housing anyway.
 
thanks I guess if I were removing all the bolts except the top two then there might be a stress issue. I kinda felt with the two bottom bolts in they would only tend to tighten up the top if anything..
