966 P/S still punishing me!

Tossed my spare MCV pump in, got it primed and gained nothing. And it seems that now I don't have any manual steering, it took an awful lot of effort before but is worse now. It will steer with the engine running but feels notchy and requires high effort, at least what you would expect if it had a manual box! The steering wheel never does feel very free, even in the center, and I noticed that if you turn the wheel one way and stop the engine still labors a little until you turn the wheel back a couple degrees, it acts like it can't center itself. Am I safe to assume the hand pump is bad? Brakes, TA, and red light all normal.
 
I believe you are correct. The other systems depend on MCV pressure, so it is pressurizing. They can be taken apart to see if pieces are broken, I do not know if parts are available. Jim
 
If it will steer only on way, it is the valve under the fuel tank. It is supposed to control the flow from left to right. It is stuck in one direction. It is right beside the starter there.
