IH C with oil in the radiator

I bought a farmall C (not running) that had oil floating on top of the antifreeze in the radiator and also had antifreeze below the oil in the pan. I pulled the head and nothing looks obvious upon inspection. Any ideas or experiences on why the fluids would be mixed in both the radiator and the crankcase?

I'm hoping it's just a head gasket seal problem.

The four most common issues:
Head gasket.
Look it over to see if it was black/deformed at the oil passage to the head.
"O"rings at the bottom of the sleeves (wet sleeves)Look up under its bottom end with the pan off. green around the sleeve bases is a giveaway.
Cracked head or block. Look for signs of cracking have the head cracke checked.
Rusted out Welch plugs (soft plugs, core plugs (not freeze plugs but called that)) These can let water into the pan radically, or slowly at first. look under the front cover for internal plugs. Jim
