WD9 Injection Pump Question

My WD9 when trying to pull start (don't run on gas, mag bad) there is a lot of fuel coming out to the air breather pipe to air cleaner. Pump is full of Diesel fuel. Is my savanger valve stuck? or something else. I have a service manual on it with picture. thanks.

fuel?... is it gas or diesel. if your pull starting it it will take 1/2 mile to get it to fire on diesel. can give it a sniff of starting fluid to get it started but not my thing to do that. thats why they start on gas , so the whole motor warms up and then switches over to diesel smoothly.
pump full of diesel... your seals are gone in the fuel pump on injection pump.
give more info.
