I need to haul a f-12. I tried to load it but found out it has the rear breaks frozen or locked up. Can any one tell me how to free them up or a site to go to for the info?

pull the covers of and have a look see in there. if everything is rusted solid just drag it on like that and work on it later. the covers rust out and brakes siezing is common on them.
 
Most of them you find around here are stuck.
Easiest way is to remove the cover and then the big nut holding the brake drum on. Then use a big gear puller to pull the drum off. It will break the shoes but it is very unlikely you could save them anyway. Easy to get parts for them, same drum and shoes as a F20.
 
Pound on the brake drum near the O.D. with a 1 lb. hammer, parallel with the shaft, while rocking the shaft with the retainer nut. If it's really tight, heat the O.D. with a torch. Before you do all that, look at the brake adjustment and make sure it's backed off as far as possible, and tap the levers toward the released position.
 
Well, here is the easiest way I have ever freed up the brakes....Take the cover off, use an air hammer and work youself around the drum. Make sure you wear hearing protectors as you will hearing the ringing for a long time. It takes about five minutes per side to break them loose using this method.
