What's wrong with my govner -B414

I'm working on a IHC b414 that I am slowly brining around, I
have it running well but have found that I have no throttle
adjustment on the throttle lever. It has full movement of
linkage going to govner, on out put side going to carb that
linkage hardly moves. What could my problem be, any
pointers would really help me out to trouble shoot this one
 
I'm not familiar with the innards of a B414 governor, but you can see an exploded diagram at:

It looks like it works pretty well the same as a Farmall H or M governor, not sure if the settings work the same way. Can attach the relevant Farmall M serviceman's guide pages if you would like.

Is the Bumper stop screwed in too far?

This is used for damping once everything is set

up. Screw it out a turn or two and reset the

linkages--see if it helps
