Bolster Pivot Shaft Wear at Top

The top part of the shaft is worn pretty good on the front and two sides. The back part has very little wear. Kind of strange why it wears that way. Anyway, I just replaced all three bushings. Even with the new upper bolster shaft bushing, the pivot shaft clunks around a lot inside the bushing.

There is a place here that can build up the shaft, then turn it down, but it probably won't be cheap. Any other suggestions?
