Please call or email. The "complete" engine you shipped is missing the magneto, generator, plug wires, and diesel sediment bowl.
 
In my mind a complete engine is one that has all the internal parts, not magnetos, generators etc. If the guy told you they were included, then you have a legitimate gripe. But if I wanted a complete engine I would not expect those to be included.

I would consider the magneto and plug wires as part of a complete engine, but not the generator and sediment bowl, [u:7ee2282e9f]unless[/u:7ee2282e9f] the sediment bowl is part of the pump. Generator is considered an accessory on the engine.
 
He told me it was complete from "fan to clutch". Missing parts is not "complete from fan to clutch" to my understanding.

The diesel water trap (it isn't actually a sediment bowl on a diesel...I know you were just going along with the OP but it is time to call it the right thing.) is bolted right to the other two filter bases. If he is just missing the glass bowl there is no big gripe. Half of those are warped or too junked up to see through.
 
In thqt case you have a gripe -- but with most people you need to name the parts. That is one reason that I would rather not order from individuals unless I have a complete understanding.
