Tie rod ends, spindles, spindle bushings. Sounds like it is just flat worn out.

Trace thru all the joints and find where the slop is. If it's the output shafts in the steering box, I had mine built up and ground to size and it tightened it up a lot. If it's wallowed-out holes in the steering arm where the drag link ties in, those can be welded and machined back to spec, if it's the drag link ends, you can get new ones, but they're extremely pricey from IH. Better to use tie rod ends from an old Ford truck, which have the same thread (11/16-18 right hand and left hand) but only cost $10-20.

just give it all a good visual while someone sits in the seat and works the wheel back and forth a few inchs...start at the front and work your way back to the steering box. look for slope, you will see where things are loose.

I think you might find a tooth broken off a gear in the steering box. I bought one like that. One wheel would steer and the other would respond to the power steering. I tore it apart and built up a new tooth with 7018 rod and ground it to fit. Those gears are not available anymore. I got tired of fiddling with it and put it together and it is awfully tight but it works. Now the power steering doesn't work so it is in the back burner dept. I found that 350 really hard to work on. I am more of a Cat guy.

I may have not described the problem quite correctly....... while driving straight ahead the tires flop all the way over left to left right to right you have to back up to straighten them out it does this once or twice a day.

Time to rebuild the steering gearbox.

Jack the front up so the wheels arent touching the surface then you can find the loose places easy moving one wheel at a time.Your play can be a litte here and a little there so start with ht e easy stuff.
