H won't rev up

I'm working on a friends Farmall H.
I've rewired it for 12 volts, with an alternator.
My friend said the motor was overhauled recently, and he couldn't get it running correctly.
This tractor has a distributor,instead of magneto.
Upon getting it wired, and up and runing, I can't get the thing to rev up to what I believe should be the correct rpm.
I tried to reset the linkage from the governor to the carb, but ran out of threads on the shaft for the clevis. I'm down all the way, and still have to push down on the rod a little bit, before being able to put the pin back in.
I have also noticed, after messing with the carb, and governor, that from Idle, I can pull back on the throttle 1/2 to 2/3 of the way, before rpm increases.
I believe there may be a problem with the governor, but not sure, and what should I look for.
Is this something I can fix, or should I leave it to someone more knowledgable?
The tractor can sit for a long time, I can pull the switch, push start, and it fires right up. It's a little cold blooded, but after warming up, I can go from idle to wot ( at least as far as it's going) without a sputter. The tractor runs great, except for no rpm.
I could use any help, anyone is willing to help me with :?
 
Could possibly be the governor spring. Took me a
while to figure it out, went thru the carb, timing
and made many adjustments to the governor before
figuring it out. About 12 bucks for the spring.

You wouldn't have any pics to go by would you.
I've never taken a governor apart before, so I'm a little apprehensive, though I would tackle it. I like pictures, in case I drop something, or am not sure what I'm looking at.
As to the governor spring, I suppose I need to visit a Case IH dealer for the spring.

fantastic pics,
reminds me when my brothers and I restored my dad's 36 Model A John Deere.
I found the picture I would like, but I couldn't copy and print it.
I am definitely not that computer smart, to try to figure how to do it, so will have to ask you to E-mail me the picture, or I will have to find another picture. Thanks for trying

the gov is not difficult to replace the
spring,remove the side cover from the gov and you
will see it easily, it quite large,

Got the picture to download. It's a great picture.
By any chance, would you have info or steps to time, tune or reset the governor?
I haven't tore it apart yet, but like I said, I can pull the throttle lever 1/2 to 2/3 way back, before it starts to rev up. If it revs over 1000 rpm, it's not by much.
 
There is not much you can do inside the governor. Just be sure everything moves freely inside. The weights control the speed, so no adjustment.
