hey fellas, what is the 1/4in or so steel tube that runs from my governor to the engine on my 300U.

The one that is attached to the cover on top of the governor? That is part of the crankcase ventilation system. The tube goes into a fitting attached to the cylinder head, which connects to a tube that runs the length of the head, and is attached to another fitting at the rear of the head where you will find another tube which is then attached to the air intake stack.
