I just finished torquing the head bolts on an M and realized I forgot the throttle/governor linkage bracket. I need to take out two head bolts to install it. My question is, can I pull out just those two bolts and re-torque without loosening all the others, or am I better off to just loosen up the whole works and do it over? Thanks for any helpful advice.

yep just do the two. if you really want a gold medal, retorque after you run the engine and re set the valve lash again. i ve had good luck with this procedure. If its just a toy, once is fine when you build it.
