706 Fast Hitch Question

Just bought a 706 IH with a fast hitch. My question is this: The fast hitch goes all the way up, and it will go down about 30% of what it should, but it will not go down all the way. Goes back up like its supposed to, and it will go about 1/3 of the way down like its supposed to, but will not go all the way down... any ideas??

Where is the draft control set and is there a load on the hitch? Do you have the fast hitch drawbar? Try having someone stand on the drawbar, they don't always drop down without some weight.
 
I moved the load control lever around, its really sticky... hard to move. I had someone stand on the hitch too, still wont go down. I have not tried applying pressure, like using my skidsteer yet to push down on it.. maybe that will do it??
 
It may need to be adjusted for full travel and you will need a manual for this with the fast hitch drawbar installed it should touch the ground and it should raise up to a specific hight and with out going to the truck for the spec's off the top of my head i can not give them to you at this time and i ain't ah going out cause it is pouring at this time .
 
I'm having the same issue with my IH 756's two point. I tried using it to push snow with my two point blade last winter and I had a heck of a time getting the blade to lower each time I needed it to. I had to move the draft control lever forward every time before I could get the other lever to lower the hitch. Then to raise it I had to pull the draft control lever all the way back before pulling the hitch lever back. pretty frustrating!
