IH 460 Hydraulic Problem

My IH 460 (circa 1961) is having an ongoing hydraulic problem. Once it starts and runs for a few minutes, the pressure builds and milky hydraulic fluid pours out from the steering column under the dash. Both the loader and the tel-a-depth hydraulics have plenty of power to lift but labor the engine when returning oil to the reservior (retracting the cylinder). It eventually creates such a strain on the engine that the engine idles off and is difficult to restart until the pressure within the system is released. Any thoughts?
 
First thing is the milky Hytran, if its cold (I mean frozen) it wont flow & running it starves the pump damaging it, the water in the Hytran is over the limit, it will hold some in suspension, 460 & 560 hydraulic pump suction is the lowest location in the system, this is where the most water will collect blocking the flow. It was always recommended to change it yearly because of water condensation in rear frame reservoir.
