IH 756D Leaking Fuel Pump Cover

Anyone know what's behind this cover? Has been leaking fuel from around the cover. Doesn't leak or suck air when running, but leaks when sitting with a tank of fuel. Ordered what was told was the part to fix it, an o-ring about the right size for the dimple in the cover with two bolts in the picture, but cover doesn't seem to want to come off. With bolts removed, cover will rotate back and forth, but doesn't want to come off. Not knowing or having access to a shop guide with a pic of this apart, don't want to pry/yank/tug/rip this off and ruin something more than a $.79 gasket, but need to get fuel leak stopped. Any ideas? Pry harder? Thought this was an inspection plate to check the timing on the pump, but not so sure now.

Btw, this is a 1969 756D.

Turn the cover side ways and pry it off with two screw drivers at the same time. It will pop out fairly easily. Install the new O-ring and snap it back in and install the screws.

So is that the timing cover?

Is there going to be anything try and come out after the cover comes off other than fuel?

You say turn it sideways, is that just to get some leverage on it, or is there actually something that turning it sideways releases?

Nothing will or can come out. Turning it sideways allows you too get the screwdrivers under it easier. When you reinstall it, line it up with the bolt holes to eliminate any possibility of damaging the new o-ring from turning it.
