Farmall H govenor

I have a 46 H that I have redone. This tractor had been sitting in the corner of a barn for about 40 years with the former owner going in and turning it over with the crank to keep it from sticking. The problem I'm having is that it seems to only have 2 running speeds, idle and wide open throttle with nothing in between. What do I need to do to have controlable speeds the whole spectrum of the throttle. Was wondering if something in the govenor is sticking.
 
There is a high probability that the connection between the carburetor throttle plate and the governor shaft (in the 2 screw connection at the top front of the carb) is out of place. There is a tang and slot arrangement that is difficult to assure is in place as it is assembled. Checking this is easy, getting it right is a "hold your mouth right" operation. The symptoms are idle, or Way over speed scary not good. If this is the case, start there. Jim
 
I really think this part is right. It is okay on the top and bottom of the spectrum. Engine speed just don't seem to be anything that I can set anywhere in between. If you think this problem can be caused from not having the tang in the slot I'll try redoing the connection. I did rebuild the carb so it's possible. Thanks for the help Jim
 
Putting that carb back right really is a trick. I worked mine several times, and finally positioned the tang at the 9:00 position, facing right back at the engine block, and positioned the slot in the carb plate at 9:00, and it went together.
 
The normal farmall throttle lever does nothing for the first 1/3 to almodst 1/2 of its travel. If it increases to full throttle in this short range, it might be normal. Check the RPM and do not exceed 2000 on this engine. Jim
