1594 rpm surging

Have got a 1594 caseIH [david brown] with a minnemec injector pump. Its mainly our dicsbine tractor. Idles smooth and for the most part holds rpm at pto rpm,although is starting surge abit in the field. But if you drive it across the yard at mid rpm , its surges quite abit. Doesn't really hurt anything, but is real annoying when you like to hear a smooth running engine. Had it off and to a good repair shop a couple of years ago. they fixed a couple of broken springs in it, but said otherwise it seemed ok. That didn't seem to help much. A couple of weeks ago I was at a consignment sale with a fairly rough 1594 on it and it ran the same way. Is there something about the minnemec pump or this tractor in general that will cause this? what are we missing?
 
I have had this trouble before on two minimecs on David Browns (both 1690 tractors.) The first I drained the oil what was left of it from the govenor housing and refilled it with WD40, ran it at varying speeds for about 20 min to 1/2 an hour, the surging stopped, then refilled the pump with oil, was ok for about 6 years untill the guy traded it in on a new M-F. The second one I tryed the same again but it would not work, so that was taken to the local CAV agent and they did it up, it was just worn because as usual the oil was never maintained in the pump.
 
Thanks . Haven't had this tractor too long. Previous owners used it hard. I change the pump oil at the same time as the engine oil. But if they hadn't maintained it properly I guess the damage is already done. Thought the repair shop should have discovered any worn parts.
