H Coolant Leak

I have my H all scraped, painted, and going back together. Hasn't run in 12 years, I'm almost ready to start her, and I notice a slight seepage of coolant (?) coming out of trhe left-side access panel on the engine. It's about a 3" x 16" panel, with 14 liittle nuts or bolts. I guess I wire-brushed the gasket area too well.
Tried to tighten the nuts, but they're tight already, rock solid.
I just don't want to pull the panel, drain the coolant,e tc.
Long story short; do you guys think some sort of stop-leak would work?
 
The panel is probably rusted through. I would not run it with a leaking panel. I just replaced mine this spring.

Here are the things I learned.

The block was half filled up with rust. I power washed the block out when I had the plate off, it is an easy way to flush it. Take the wand from a power washer and wash down inside the passages.

The replacement covers are thin and need RTV to seal them. I ended up making the gasket from RTV and it sealed. The bolts go into the water jacket, put some RTV on them also.
 
Draining the coolant is really not a huge job. Invest the time and do it right. drain the cooland and pull the plate. See if it is rusted out or the gasket has failed.
