I cannot find any info about the top bumper bolt that regulates high rpm's. I have tried turning mine in and output do not notice a difference. I put a Zenith carb while I put a carb kit in the Carter. Now throttle starts halfway on throttle plate and hunts on full throttle. Any ideas? I followed the instructions in the manual.

You back the screw out to increase the RPMs but if the linkage isnt set correct and the in-put link on the gov is loose and wobbles around its hard to get engine speed set good. Back the screw clear out and see what happens that engine can run 1700 or so and not hurt a thing.

Leave the Zenith on the tractor. The Carter will work best in the trash can. Do not waste your money on a kit. JMO.
