starting problem on 656

I have a 656 farmall gas. The gas tank developed a leak, so I removed it and had it relined. I got busy and didn"t have time to put the tank back on. Now, a little over a year later, I have put that tank back on and I can"t get the tractor to start. It always started easy before this. When I start cranking it, gas starts dripping out of the carburetor right away. Has anyone else experienced this problem or know what is causing this? Any help is greatly appreciated.
 
Three things to do. Remove the bottom of the carb and remove the float and needle from the upper half.
rub some fuel through the seat. Put it back together. This washes dirt out of the seat.
Clean the points with 240 grit paper, then wipe them with a folded dollar bill. (no lint)
Remove the plugsand squirt 2 squirts of engine oil into each cylinder for prelube, and assist with compression. Jim

I have other gas powered equipment that I have let sit for a long time without running and I don't have any problem starting them. I have let a lawnmower set for over 5 years, put gas in the tank, and it fired right up. So, why do I have such a problem with this tractor?
