1948 C ? Push the clutch in fully, put in gear release clutch it will return to top position except for the last 1/2 inch of pedal. Tractor will not move. Start to tap pedal with foot and tractor starts to move. It will stop with clutch pushed in. Does it sound like a something needs readjusted? I use this tractor mainly for plowing snow in the winter. So in sets mostly in the summer months out doors. Any ideas.

The pedal should have a clearance of about an inch or a fraction more. 1/2 is too tight. It does not fully return because the shaft is binding. Grease may help or you may have to remove it and clean it up. May not be easily removed without a split, you might try some penetrant on the inside, but keep it off the clutch, also hard to do. The clutch housing is probably full of mouse nests and manure, along with mud dauber nests.
 
Sounds to me like your clutch shaft splines are worn or the clutch plate is and is hanging up. Lub may help, but sounds to me like you need to split this and see what is going on.
 
I have the correct travel on the clutch pedal. You may have hit the cause with mouse nest interferring with the movement.
