Replacing broken fan blade on my Super M. There is a dogbone looking piece that attaches to two of the bolts holding fan. This piece is held to shaft from engine by a set screw. What is this piece for?

Without it, the impeller, inside the pump, wont turn.

Yeh, kind of new that was water pump shaft, sorry didn't explain very well. So it has been braised very well at one point in it's live. But has a small crack, are they known to break? What is the point of the springs that go over the bolts behind this piece?
