140 industrial steering wheel removal

I have the 18" wheel with the IH in the center. Removed the center and nut. Been trying to remove by hitting on the steering shaft while pulling back on the wheel. Been soaking with PB Blaster for three days. An old timer told me to start looking for a different wheel.
 
They are way tough to remove (whole).
I would drill into the plastic, and use a cold chisel on the steel collar to try to swell it. Heat the shaft only, then let it cool (don't burn the plastic, hard to do! Jim
 
Was looking on epay and found one that had 16 splines. Does mine have splines? That would make it tough coming off. More question to come I'm sure. Thanks.
 
It's probably been on there for decades... Obviously it's not going to fall off.

Consider using a steering wheel puller?
 
If you decide to use heat, try melting a crayon into the area where the 2 parts mate. The wax separates the 2 parts. I've used this method many times to unstick stuck, rusty parts.

I finally got it OFF! Bus Driver I did see the two holes but couldn't get a bolt to start in ether one and couldn't see any threads. Used heat and a candle. Might be able to save the wheel. Thanks again for the help.
 
The best and easiest way to remove a stuck steering wheel is to use a bearing splitter below the hub and use a wheel pulled to pop it off. Works like a charm.
