farmall H governor

I have a farmall H tractor, just wanting to know the bolts on the governor have holes in them, I was told that the factor had a wire ran through them with a seal because the factory set the governor and if the wire was missing the dealers would know if it had been reset is this true .THANKS
 
Basically, IH didn't want the owner to mess with the governor. I suppose the dealer could blame the owner if something went wrong and the wire was missing.
 
Most do not. There are some that have had the safety wire and seal to keep tampering from taking place. I have seen three with wires, and most none. Those with hour meters seem to be more likely to have been fitted with seals. The wire seals were placed on the hour meters as well. Jim
 
Sealing the governor, just like sealing injection pumps was common practice to know if anyone has tampered with engine speeds etc and was used to evaluate warranty claims.
 
Could it be that service depts. would install the special bolts if a tractor had problems and they suspected the owner had done a little tweaking to the governor? They could then tell the next time any problems occured if the governor had been tampered with.
 
They came from factory with three bolts with holes in them, two in side cover and one in cross linkage housing with a seal on them. Dealers had a seal press with dealer number on it so they could likewise seal them if they liked. Not sure when IH started this, may have not been on the very first ones but was on most all I ever worked on. Of course the seal was long gone 99 percent of the time anyway. Governor's were a normal maintenance item on the H's through 450's every few years.
 

The H that my dad owned did not have the holes on the bolt heads, or the wire, until it came back home from the IH dealer after some work had been done. Apparently the governor was one of the items to receive some maintenance, because it then had the wire, with the small lead seal on it.
