possible causes could be carb float height, carb settings or sticky goveror (i believe.) are there any other possible causes? tractor idles fine but when you engage the clutch it starts surging.

Could very well be clogged internally - or more likely in this case - clogged somewhere in the fuel line to the carb.

If the symptoms are the engine speeding up and slowing down rapidly, the problem is with the governor.

If the carburetor was at fault, the symptoms would involve the engine missing and trying to die, losing power, etc., but the engine speed would TRY to remain constant.
