Sleeve on Farmall SMD

I have a SMD with the head off, the head gasket was leaking, the head checks out good. I was wondering if the sleeve is supposed to stick up above the top of the block surface approximately 1/16"? I am assuming this is normall. Any thoughts would be appreciated. Thanks Wade

.039 to .047 above deck, outer flange flush to .006 above deck.

Thanks, I appreciate the reply. I need to throw out the carpenters tape and use the machinist scale. I didn't know if the head gasket would take up the gap created.
