H distributor advance

The advance on the H does not snap back when I twist it. It feels like it might have a broken spring. Is this normal, or should it have some return tension on it?
 
It should return unless it is sitting with points open that may hinder movement. Those springs, weights etc wear a lot and need repair often times.
 
Pete 23 is correct. The springs may also be week from rust. The two shafts need to be taken apart and cleaned then polished without removing material. (I lube the shaft interface with a synthetic grease like Mobil1 red chassis grease as it flows well and is water resistant. The springs are available from caseih for that tractor. The slot in the weight plate controlls the advance max, and should have a number near it.

I am thinking it would be easier to pull the distributor and put it in a vise to work on.

What do you think?
 
I agree with the others - the advance springs are broken or missing.

Removing the distributor and clamping it - gently! - in a vice to work on it is fine. But mark the rotor position on the distributor body before loosening anything. Then when reinstalling the distributor be sure the rotor is back to the same position. And be sure to NOT crank the engine while the distributor is out!
