Orfice plug on 450

I have all the control valve, priority valve and lines hooked up for power steering. Take the pressure line off before the behlen pump and have alot of fluid coming out. But PS is not working. Doing some research on here I'm reading about an orfice plug that goes between control valve and housing. Could that be my problem??

If you didn't install one, its needed. But if you can hold one of the control valves engaged and it doesn't work there's probably another problem also.

If one of the control levers is held it wants to work but still not like it should. Any ideas on where to start? My guess would be something in the control valve. Just took the regulator / safety valve apart and looks good. I'm puzzled tho on how much flow I am getting. But not sure what pressure it is putting out.
