1953 IH Super H Carburetor Flooding

Just rebuilt the carb, which included replacing the fuel valve. Now the carb fuel valve (closed by the float) does not shut off the fuel supply to the carb, and it floods soon after the fuel tank supply valve is opened. The carb settings and float adjustment are fine, the tractor starts and runs fine...until the carb bowl overflows. Suggestions?? What am I missing?

Take it apart again. You might have gotten a piece of dirt out of the tank.
If the needle valve and seat is okay, it should not be flooding.

I just rebuilt my A carb with an aftermarket kit. I was unable to use the needle and seat that came with the kit . I was lucky enough to notice before I installed it, that the needle was a little longer than the old one and when I compared the seats, the new one was taller also. This might have caused the exact opposite condition that you are experiencing but the point is, carefully inspect the new parts to be sure they are exactly the same. Just because it will screw into the hole doesn't mean it's the right part.

You need to clean the brand new needle and seat before installing. There is a residue of sorts left over from the manufacturing process and it is sticky. It will, or can, cause the needle to stick in a partially open position OR in a fully closed position. Just spray both parts with any brand of aerosol carb cleaner, blow them dry with compressed air, and then install them.
 
If it is a Carter, consider getting a new carburetor. Cleaning and rebuilding a Carter is a crap shoot in my opinion.

I agree with you on the Carter, but those Carter carbs were used only on the Super A and Super C, never on an H, Super H, M, or Super M. In fact, a Carter won't even fit on those tractors.
