IH 300 Cylinder Identification and Timing

I'm repairing an IH 300 (Gasoline) and I have two questions:

1) Which is the #1 cylinder? Is it the one nearest the front (fan/radiator) or the one furthest from it?

2) How should the IH 300 be timed relative to TDC?

99% of in line engine the #1 plug is the one that sits closes to the radiator So on a 300 it is in thact the cylinder that is by the radiator and they go from front to back 1,2,3,4
 
The ignition timing is to be 22 degrees before top dead center with the engine running at full throttle. It should then retard to top dead center at low idle or very close to that if the distributor is in reasonable condition. There are several marks on the front pulley and I cannot remember how many off the top of my head. May be four or five. May be 40 , 30, 22, 16 and top dead center. Operator manual shows them, service manual does not. I could tell by looking at them but not from here. You can always measure pulley and determine degrees if you have to. Measure circumference, divide by 360, multiply that by 22 and you have the distance on pulley.
