684 Power steering and T/A problem

My BIL just bought a 684 this past weekend. Nice tractor, but with all used tractors it has a couple of problems.

1. The power steering is either non-functioning or barely functioning. Could this be the MCV stuck?

2. The T/A doesn't shift. It doesn't slip either hi or low, but it also doesn't shift into hi or low. Any thoughts on what to check first?

I'll post pictures next week. It has a factory cab that isn't too beat up for its age.

Hi, could be stuck MCV, if the 684 has remotes,
activate one of the remotes without anything
connected to the outlets until the hydraulic
relief valve makes a buzzing/squealing noise.
Sometimes this shocks the system and frees a stuck
MCV.
Check hydraulic fluid level and replace the
hydraulic filter.

Re T/A could be someone disconnected the T/A lever
on top of the torque tube under the battery.
It is difficult to tell if the T/A is in Hi or Lo
if the T/A lever is not working, other than 4th Hi
will not be very fast and 1st Lo will be really
slow.
