recently bought an H. it runs good and it"s strong, but there is smoke from the exhaust, and the top of the exhaust pipe is black. Is it the engine or fuel?

Could be either one, but the first thing to do is take that H out and make it work hard. Get it up to operating temperature and keep it there for 1/2 hour or better. I'm not going to say that will cure it, but it'll sure get the carbon and other deposits burned out of the cylinders and might possibly free up the piston rings so they seal better.
 
Yeah, try working it. I bought an H two years ago and after it idled for a while it would blow blue smoke when it was speeded up. And it used a little oil, not much. After I have been pulling a 12 ft. tandem drag disk in my trees it no longer smokes. This aummer it uses no oil.
 
I will add to Rusty's comments to say that Grey/blue smoke is oil consumption related.
White steamy sweet smelling smoke is coolant.
Brown to black sooty smoke is excess fuel.
The fuel can be adjusted with the high speed enrichment and Idle air fuel are on the carb.

Black means you've got too much fuel/fuel isn't burning efficiently.

So you're either choked - your missing on one or more cylinders - or your're carb is set too rich.

If the engine sounds smooth, you're not missing...

Then make sure the choke is open all the way (don't assume the linkage is working properly).

If it's still a problem, try leaning things out a bit one the carb and you should be fine.

You may also want to check/replace your plugs if it's been running like that for a while.
