Is this the going rate for a generic "H"?

Values will vary with the location but for a decent H (not recently re-painted) probably 1000 to 1200 dollars here in my part of NY. There was a similar thread 7 pages back on this forum as of Sunday evening.
 
IH made over 390000 of those, it is worth maybe $1500, restored maybe $2500. Looks like a nice H, but not $4000+ nice.
 
AS CNKS said there were over 390000 built. How then can it be "one of a kind"
Anytime I see terms like that or rare or antique or "perfect to restore". It tells me the owner thinks he has something super special in his own mind. I won't even give it a second glance.
I have a yard full of H's and the most I have ever paid for one is 900 (with new tires).
If I came across a NICE 'H' with good tires, I might think about going as high as $1500 IF I really liked it. But that would be top offer.

It isn't worth half that. It has decent tires. They don't look new, but above average. It doesn't look like it sees a shed too often. They don't turn pink like that when they are under cover.

What does he mean by plow cylinder? Like an old style setup where you kept the cyl with the tractor?
 
Avoid. That's a $1k H at best. He'll obviously see that kind an offer as an insult. So, he'll either figure out it's value quickly, or he won't sell it.

Or, he'll find a sucker to buy it. Hopefully not.
