450 Gas PTO Questions

I am looking at purchasing a 450 Gas and have a question on the PTO. It works but when you disengauge it, it pulls down the engine rpm slightly. Fully engaged is fine and works under load. If the lever is left inbetween fully engaged and fully disengaged. The pto shaft turns but the engine RPM remains constant. With an implement hooked up and the PTO disengauged, i can hear a bit of a whine too. Is this a complicated fix? can it be done without removng the seat platform?
 
Sound like it just needs to be adjusted. A slight whine is normal. The PTO on my 400 whines a little when it is disengaged, I have had it completely apart and I know that nothing is wrong with it.
 
My dad's 450 gas does the same thing. He leaves it engaged the whole time (probably not the safest thing I know). There is nothing wrong with his just the way it is, always been that way as far as I know.
