Carb problem now a governor problem

First, many thanks to everyone who helped my diagnose the problem I was having. I was able to correctly connect the carb to the governor. Here is the issue:

When I start the tractor it revs too high. With the top (not the side) of the governor off, I can push down on the assembly ever so slightly and the engine will slow to a more reasonable speed. If I push hard (even a little) the engine stalls.

I seem to be unable to slow the throttle from the control arm. I can speed it up and slow it to a point. But after that point... I cant slow it anymore without actually pushing the top of the governor.

Also, It seems that the control lever will move the governor arm when the engine is off but seems to be sticking or something with the engine on.

Can I fix this without new parts? Can I do it in a way that I will not mess up the governor beyond the point where my lack of experience will ruin me? Any and all suggestions welcome! If I need to entice some of you... Pictures can be posted!
 
Nobody has asked, and you didnt say, but was it doing this before you tok the carb off? Im wondering if you dont maybe have it twisted enough to make the gov. hang. If it wasnt doing it before, I still have to go back to the carb connection.......
 
The guy before me said when he took the carb off to clean it and he put it back on it was normal. One time it revved real high and then went back to normal. I had it for a few weeks and it was fine. This seemed to happen right after I put the carb back on.

What part are you talking about twisting? That sounds like something I could have messed up.
 
Like where the tab goes into the slot. It would be kinda hard to do though. I suspect that since the previous owner had problems, you problem may well lie in the gov.
 
UGH. I have NO idea what I am doing. Is there anything I can royally screw up? Any thing I should avoid doing?
 
I think you stated earlier you had been in the governor. Did you notice if the governor lever spring is broken? You may need to take the side cover off of the governor and take a peek.
 
DO you have to pull real hard on the throttle lever, and get it way back to the last notch to get high rpm?
You may be able to adjust the throttle shaft a little longer with the adjuster in the middle of the shaft by the head mounting bracket.Try fiddling with that.
